I came across an article in a book written by Dr George Rolleston a professor of Anatomy and Physiology at Oxford University who in an article published 30th May 1860 describes a way to greatly influence human behavior by electrical stimulation.

Rolleston theorised that by using a localized electrical stimulation it is possible to influence the behavior of subjects"

It was not 1930's that the reson for this became apparent from the discovery of Testosterone and its effect.

Rolleston describes in detail the mecanisim for administering the localised electrical stimulation and although a respected member of both the X-Club and the Royal Society he was scoffed at leading to him dropping any further research on the subject.

After reading the paper I was somewhat intregued and decided to create this device following his detailed descriptions. although the design seemed simple enough I can only guess as to what the results will be. If this design is successfull the degeneration of testosterone in the target subject will lead to sexual disfnction and or sterility.
